We’ll make three items: the cone, the base, and the ice cream.
For the cone, roll a piece of fabric cut into a fan shape, stuff it with cotton, and cap it with the base.
For the base, cut thick paper or cardboard into a circle, attach a magnet, and cover it with felt.
For the ice cream, sew together four fan-shaped pieces of fabric to create a rounded shape, then fill it with a magnet and cotton and seal it with a circle of felt.
