This piece is “Kiki on a Busy Day,” used in the film Kiki’s Delivery Service.

The key change in the latter half seems to capture the adolescent emotional swings of rejoicing and despairing over the smallest things.

This is the song “Omoide ga Kakenuketeiku,” the image song for Kiki’s Delivery Service.
