First, prepare a laundry net.

Use adhesive felt to cut out the numbers 1 through 9, and stick each number onto separate pieces of felt.

Next, attach the numbered felt pieces at equal intervals onto a large piece of felt, flip it over, and secure a rod along the areas with double-sided tape.
