This is a song included on the soundtrack album Inamura Jane, released in 1990.

There’s a scene in the original Crayon Shin-chan manga where the lyrics to this song appear, and when that chapter was adapted into the anime, the track was used as background music.

Incidentally, the song was chosen because the creator, Yoshito Usui, was a fan of Southern All Stars.
