What you’ll need are a large colored trash bag, glitter tape, double-sided tape, and so on.
Layer the colored trash bags and cut the hem into a jagged shape to give it a witch-like look.
Thread elastic through the inside and fasten it with double-sided tape to complete the skirt.
Make the top out of a trash bag as well.
Once the main pieces are done, add decorations with glitter tape.
