First, place a paper cup upside down and fix half of a capsule toy on top.

Make a hole on the side of the paper cup, then make another hole directly opposite it.

Insert chenille stems (pipe cleaners) through both holes and secure them so they point upward.

With the base complete, prepare a wide container filled with liquid laundry starch (or laundry glue).

Cut a piece of gauze to a size that can cover the paper cup, then soak it in the laundry starch.

Squeeze it well, spread it out, and drape it over the paper cup.

Finally, attach facial features for the ghost, and your fluffy ghost is complete.
