You’ll need water balloons, liquid laundry starch, water, tissue paper, a brush, black construction paper cut into facial features, glue, scissors, a hole punch, tape, and ribbon or string.

Use the laundry starch to stick torn pieces of tissue paper onto the water balloons.

Once they’re completely dry, remove the water balloons and attach the facial parts.

Stick tape on the sides and punch holes, then thread ribbon or string through to complete your garland! If you place lights inside, you can enjoy a different ambiance at night.
