The gentle narration you hear is by Shinobu Otake.
She narrates about a water-use system born 400 years ago in Gujo Hachiman, Gifu Prefecture, known as the “mizufune,” which separates water by purpose.
Using the ordinary irrigation channels that run through the town, people do laundry, wash food, and more—tasks you might normally do with indoor tap water—while carefully separating water use through the mizufune system.
The commercial shines a spotlight on these systems and lifestyles unique to each town, built collectively by local residents over generations.
