According to Japan’s Ministry of Agriculture, Forestry and Fisheries, herbaceous plants that can be harvested within a year of planting are classified as “vegetables.” Herbaceous plants cultivated for two years or more, as well as woody plants whose fruits are eaten, are classified as “fruit trees.”
